Quick answer
  • AI code modernization tools combine AI agents, generative models, and deterministic static analysis to upgrade, restructure, or translate legacy software.
  • The top options in 2026 include Aedeon, AWS Transform, Claude Code, Devin, GitHub Copilot app modernization, Mechanical Orchard, and Moderne.
  • When evaluating vendors, check two capabilities before looking at price: how much of your surrounding system the tool can read, and how it proves your software behaves identically after the change.

Disclosure: Aedeon builds one of the platforms in this guide. We evaluated every product, including our own, using the same criteria and public documentation available in October 2026. Tools are grouped by use case and listed alphabetically within each group, so item numbers are for reference only.

Introduction

The entire space of AI code modernization tools available today can take seconds to convert a legacy file. For example, paste a COBOL paragraph into a demo vendor’s prompt box, and scroll through Java in an instant. It is the hard engineering problem - or rather the harder engineering problem, that surfaces the next day (or week) when your architects come asking about all of the other components of the production stack that read the same paragraph’s output.

It was that time lag between converting a file and successfully moving your production environment to the new platform which made the enterprise software industry in 2026. In February of 2026, IBM saw its stock plummeting by over $30 billion in one trading session (the largest loss in a single session since 1997) due to the fact that Anthropic had announced that Claude Code would be able to do most of the discovery and analysis tasks needed to automate COBOL projects.

In April of 2026, two months later, Cognition published a note stating that “fully autonomous migration of mainframe COBOL remains out of reach for agents today”. On August 3rd of 2026, Gartner published their first Magic Quadrant for AI-augmented code modernization tools – they were evaluating 8 major enterprise vendors at that time.

Since code generation has become so inexpensive, selecting from among the many AI code modernization vendors will depend upon the scope of context you have available, along with some level of confidence regarding the methods used for verification. Before making a contract commitment, you need to determine if a given tool can see your databases, batch jobs, data pipelines etc., all prior to attempting to touch a single line of source code; you also need to know how the tool verifies that if the business processes were unchanged.

In this blog, we’ll compare 12 leading tools against 6 different use cases and provide answers to 8 additional questions that you should always ask any prospective vendor before you sign a contract or agreement with them.

What are AI code modernization tools?

AI code modernization tools are software products developed by combining specialized AI agents, large language models, and deterministic analysis to transform existing legacy systems into maintainable and modernized codebases. They are software solutions that use specialized AI agents, generative AI, and deterministic analysis to speed-up the transformations of legacy systems.

These tools are used for the following tasks in day to day engineering:

  • Re-implementing legacy code authored by engineers that have already departed the company
  • Tracking dependencies between source code, database tables, batch processes, and reports
  • Upgrading versions of languages and frameworks (e.g. Java 8 to Java 21)
  • Translating from legacy to a modern language (most commonly COBOL to Java)
  • Refactoring the architecture of an application (e.g. splitting a monolith into smaller components)
  • Creating tests that capture the current behaviors of production code
  • Ensuring that the translated system behaves identically to the original system

Very few tools are capable of excelling at all seven of these tasks equally. For this reason, we categorize the tools discussed below based on the task they are primarily used for.

How do AI coding assistants differ from AI code modernization platforms?

An AI code assistant assists a single developer in modifying files within a single repository, while AI code modernization tools plan, implement, and test changes within hundreds of repositories or even the whole estate of multi-systems. AI code modernization tools also maintain the audit trail showing that all changes were done without altering the system behavior.

System context can be viewed as a ladder with four steps. The lowest step is a single source file, the next one is a single repository, after that are thousands of repositories across a fleet, and finally, there is the full production system, including the relational databases, pipelines, and scheduled jobs which work with your application code. The higher a tool works on this ladder, the fewer surprises you will face during cutover. If your team still debates whether to restructure the code or change the runtime environment, check our article about application refactoring vs. replatforming.

A ladder with four platforms: a single sheet of paper, a folder, a wall of filing cabinets, and a whole connected city of buildings and databases at the top.
The context ladder: one file, one repository, a fleet of repositories, then the full production system with its databases, pipelines and jobs.

Why are engineering teams adopting AI code modernization tools in 2026?

Leaders in engineering are embracing AI code modernization solutions in 2026 because retirements in the workforce, end of life support deadlines, and licensing fees of infrastructure have all converged at the same time.

The senior engineers who were responsible for creating the world’s backbone of COBOL and early Java EE applications have retired. At the same time, deadlines have passed: Spring Boot 2.x has gone past its deadline for open-source support in 2023, and Microsoft is no longer introducing new features to the .NET Framework. The high increase in costs from Oracle database renewals and VMware licensing changes by Broadcom are causing urgent pressure. But behind these deadlines are the accumulated technical debt that CIOs surveyed by McKinsey place at 20% to 40% of their entire technology estate.

Whereas generative AI has shrunk the time for drafting the translated code down to a few minutes, finding out all of the dependencies of a program and proving equivalency to the old runtimes are the riskiest steps in the process.

How did we evaluate the top AI code modernization vendors?

We evaluated all 12 AI code modernization vendors against seven practical engineering criteria using public vendor documentation, pricing pages, customer case studies, and analyst reports published through October 2026:

  • How much of your production environment the tool actually reads (context scope)
  • Whether the engine uses deterministic rules, large language models, or a combined workflow (technical approach)
  • How the tool proves application behavior stayed identical after transformation (verification)
  • Who approves each phase of work and what audit records remain afterward (governance)
  • Whether the software runs as multi-tenant SaaS, in your private cloud, on premises, or in an air-gapped environment (deployment and data control)
  • Which source languages, legacy platforms, and target stacks are supported (coverage)
  • Whether engineering leaders can forecast total cost before starting a project (pricing transparency)

We did not run all 12 products against a single standardized test codebase, so use this evaluation as a structured buying shortlist. Because Aedeon is one of the vendors covered, we applied the exact same template and included honest watch-outs for our own platform.

How do the top 12 AI code modernization tools compare?

The table below compares the 12 tools across the five criteria that have the biggest impact on cutover risk:

Which AI code modernization tools are best for each use case in 2026?

The tools below are organized into six categories, moving from whole-system platforms down to single-repository coding agents, and ordered alphabetically within each category.

System-level evolution platforms

When your legacy business rules are fragmented across application code, relational databases, and data pipelines, single-file code editors fall short. System-level evolution platforms are designed to map, plan, and verify complex enterprise estates as a single unified system. Here are the top ones:

1. Aedeon: Best for evolving multi-system estates with production-traffic verification

Aedeon maps your entire running software estate, capturing business rules split across application code, databases, and data pipelines, and then plans and verifies changes across all of those layers together. We built it for complex enterprise environments where a single pricing calculation might live half in a Java service and half inside an Oracle stored procedure.

Here is how Aedeon works:

  • Aedeon Graph automatically maps 99% of your system's business logic and flags the remaining 1%, such as a dependency hidden inside an external job scheduler, so your engineers can review it directly.
  • Aedeon Supervisor, our system-one pre-trained planning model, converts a single-sentence engineering goal into an editable migration plan with an upfront cost estimate. Supervisor trains strictly on anonymized execution outcomes and never trains on customer source code.
  • Aedeon Evolve executes approved refactors, replatforms, version upgrades, and rewrites, committing each change to your Git repository alongside exact file-and-line citations and approval records.

Aedeon will replay all live traffic through both the old and new system and stop the deployment if there is any difference in a response. The New York Times has used this technique to migrate their PLATO application from Oracle 12c to Amazon Aurora PostgreSQL and has found a total of 2,412,880 live transactions were replayed with no difference in responses.

Each customer is provided with an isolated private VPC for their customer tier. Premium tiers can be deployed into a single tenant air-gapped Virtual Private Aedeon or into your own cloud account. Pricing consists of a subscription fee plus a pay as you go credit. The cost of credits for each plan is shown prior to plan approval.

What to watch out for

Aedeon is a younger company than the hyperscale cloud vendors, which means fewer public case studies are available today, and SOC 2 Type II, PCI DSS, and HIPAA attestations are currently in progress.

2. Mechanical Orchard (Imogen): Best for mainframe rewrites verified against production data flows

Mechanical Orchard's Imogen platform rewrites legacy mainframe applications by observing and replicating how they behave in production. It captures live data flows from z/OS environments running COBOL, CICS, DB2, JCL, and MQ, then runs AI-generated replacement code against those replicated transactions one by one.

Engineers stay in the loop to supervise the behavior-first rewrites, and Imogen compares every new transaction output directly against the original mainframe output. In its Summer 2026 release, Mechanical Orchard added a native integration with AWS Transform to automate verification for mainframe workloads moving to AWS. Imogen is listed on the AWS Marketplace, though public pricing is not listed on its website.

What to watch out for

Imogen focuses specifically on mainframe estates today. Prospective buyers should ask upfront how much of the migration delivery is performed by Mechanical Orchard's staff versus how much tooling your own engineering team will operate after cutover.

Cloud-provider transformation agents

For engineering teams migrating legacy workloads directly onto cloud infrastructure, managed cloud transformation agents automate infrastructure setup alongside code decomposition and framework upgrades.

3. AWS Transform: Best for mainframe, .NET, VMware, and Java transformations headed to AWS

AWS Transform is Amazon's managed agentic AI service for modernizing mainframe workloads (COBOL and PL/I), Windows and .NET applications, and VMware environments moving onto AWS infrastructure. In December 2025, Amazon launched AWS Transform custom, adding upgrade support for Java, Node.js, and Python alongside custom transformation recipes that engineering teams can author for their own organizations.

The service handles mainframe dependency analysis, code decomposition, and refactoring, running automated builds and test suites directly inside its workflow. For deeper mainframe validation, AWS integrates partner tools like Mechanical Orchard to run data-flow comparisons.

According to AWS's public pricing page, the mainframe and VMware transformation agents are free to use (you pay only for underlying AWS compute and storage), managed .NET transformation includes 50,000 free agent-minutes per month, and custom transformations cost $0.035 per agent-minute.

What to watch out for

AWS announced that it scored highest for ability to execute in Gartner's August 2026 Magic Quadrant, though its workflows are built specifically for teams migrating onto AWS.

4. GitHub Copilot app modernization: Best for Java, .NET, and C++ upgrades and moves to Azure

GitHub Copilot app modernization brings agentic language upgrades for Java, .NET, and C++ directly into Visual Studio Code and Visual Studio, with built-in workflows to migrate supported Java and .NET applications onto Microsoft Azure. Gartner named Microsoft a Leader in its 2026 Magic Quadrant for this category.

Its agent can generate upgrade suggestions for framework dependencies such as JUnit and Spring Boot. It can also create templates for infrastructure as code and container configurations designed for deployment to Azure within the IDE. Changes are verified using an automated build-and-test cycle within the repository. Compilation issues are iteratively resolved until your current tests pass. This functionality is included in per-seat GitHub Copilot subscriptions.

What to watch out for

Because the agent operates on one repository at a time, database stored procedures, cross-repo dependencies, and external batch jobs remain outside its field of view.

5. Google Cloud mainframe tools: Best for mainframe workloads headed to Google Cloud

Google Cloud pairs its Mainframe Assessment Tool, which scans COBOL, JCL, and assembler codebases, with a Gemini-powered application rewrite engine that converts legacy programs into Java or C# on Antigravity, Google's agentic development platform. Teams that prefer rule-based deterministic conversion can use Google's Mainframe Refactor service alongside it.

After mapping programs, batch jobs, and dependencies, Google Cloud uses its Dual Run technology to run the legacy mainframe and the modernized Google Cloud environment in parallel during certification. Dual Run compares both online transaction responses and batch outputs, allowing teams to configure tolerance rules for expected platform differences. Access to the assessment and rewrite tools is provided by request through Google Cloud.

What to look out for

Google is actively reorganizing its developer product names; on October 9, 2026, Google stopped selling new Gemini Code Assist Standard and Enterprise subscriptions to transition customers onto Antigravity.

Deterministic refactoring at scale

When upgrading frameworks or refactoring code across hundreds or thousands of repositories, probabilistic AI models can introduce syntax drift. Deterministic refactoring tools use precise, repeatable rules to guarantee identical code transformations across enterprise fleets.

6. Moderne: Best for repeatable refactoring across thousands of repositories

Moderne is the commercial enterprise platform built by the creators of OpenRewrite, the open-source deterministic refactoring engine. Instead of relying on probabilistic text generation to edit files, Moderne executes pre-tested transformation recipes against a lossless semantic tree of your source code, guaranteeing that an upgrade lands identically across thousands of repositories. Gartner recognized Moderne as a Leader in the August 2026 Magic Quadrant.

Moddy is an AI agent from Moderne that is in restricted beta at the moment and helps plan refactoring tasks and choose the appropriate deterministic OpenRewrite recipes to run the code changes. As the application of the same recipe on the same syntax tree always yields the same diff, verification is done by your standard CI pipeline. Moderne also highlights that according to the Critical Capabilities report from Gartner, rule-based systems often perform better than pure LLMs in code refactoring projects on a large scale. Moderne is a SaaS control plane solution with self-managed agents from customers with enterprise pricing.

Things to consider

Moderne only works with source code trees, so you will need to use additional tools to verify database runtime behavior and data pipelines.

Architecture-aware decomposition

Splitting a legacy monolith into maintainable microservices requires deep architectural visibility. Architecture-aware decomposition tools analyze domain boundaries, dead code, and runtime dependencies before developers or coding agents extract the code.

7. vFunction: Best for breaking Java and .NET monoliths into services

vFunction is an architecture observability solution that aims to understand monolithic Java and .NET applications. It detects domain boundaries, dead code and circular dependencies, detects architectural drift over releases and provides all of this structural information as input for AI coding agents like GitHub Copilot and Amazon Q Developer.

Verification takes place at the architectural boundary layer, whereas your test suites ensure functional equivalence check. vFunction offers enterprise plans with a custom quote upon request.

What should you be aware of?

vFunction shines at detecting service boundaries and helping with a monolith splitting, whereas the actual code extraction is done by your developers and coding agents.

Mainframe and IBM platforms

When choosing AI code modernization tools for COBOL migration, the biggest hurdle isn't translating syntax, it's preserving business logic spread across legacy batch jobs and database triggers.

8. BMC AMI: Best for mainframe teams evolving COBOL in place

BMC's AMI DevX suite is built for enterprise teams that plan to keep their core COBOL applications running on the mainframe. Its AMI Assistant plugin runs inside Eclipse and VS Code, translating complex COBOL, JCL, PL/I, and Assembler routines into plain-language explanations so newer engineers can safely maintain unfamiliar programs. Gartner named BMC a Challenger in the 2026 Magic Quadrant.

According to BMC, the platform supports bring-your-own language models and includes COBOL-to-Java conversion capabilities. Changes are verified through developer code reviews and standard mainframe testing suites, and the AI explanation service can be deployed on premises via the BMC AMI Platform under custom enterprise pricing.

What to watch out for

BMC AMI delivers the most value when your workloads are staying on the mainframe long term.

9. IBM Bob and watsonx Code Assistant for Z: Best for IBM Z, IBM i, and Java upgrades in IBM shops

IBM splits its modernization portfolio between IBM Bob, an agentic development environment offering packaged upgrade workflows for Java (moving from Java 8 or 11 to Java 17, 21, or 25), IBM i, and IBM Z, and watsonx Code Assistant for Z, which handles mainframe COBOL-to-Java conversion.

IBM Bob includes built-in upgrade validation for Java projects, while IBM states that watsonx Code Assistant for Z runs automated equivalence checks to confirm that translated Java classes match original COBOL outputs. Both SaaS and self-hosted deployments on Red Hat OpenShift are supported, including air-gapped installations running local models (the self-hosted edition reached general availability on September 24, 2026). Self-hosted pricing requires a custom quote from IBM.

What to watch out for

These tools fit best when your organization is already standardized on IBM hardware and OpenShift infrastructure.

General-purpose AI coding agents used for modernization

For developer-led discovery, undocumented legacy code exploration, and supervised, file-level refactoring inside the IDE, general-purpose AI coding agents provide flexible, interactive automation.

10. Claude Code: Best for exploring, documenting, and refactoring legacy code with a developer in the loop

Claude Code is Anthropic’s terminal and IDE-based agentic coding tool that made headlines in early 2026 for its ability to automate the initial discovery step of COBOL migration projects – the tracing of undocumented control flows and explanation of legacy business logic. Anthropic also offers a free Code Modernization Playbook with patterns of COBOL-to-Java and COBOL-to-Python transformations.

Engineers use Claude Code to explore their codebases interactively and refactor multiple files with supervision, using code modernization and AWS Transform plugins. Anthropic recommends in its playbook for teams to create a “certificate” of automated correctness checks before allowing an agent to change any legacy files, with verification left up to your tests and code reviews. You can use Claude Code through Anthropic’s direct plans and API, Amazon Bedrock, or Google Cloud Vertex AI.

What to look out for

you need to provide your own context across repositories, database introspection, and deployment gates.

11. Cursor: Best for developer-led refactors inside the IDE

Cursor is a VS Code-based AI code editor that launched Cursor 3 in April 2026, redesigning its workflow around multi-step agent execution. When a senior developer already understands the target architecture and wants an AI agent to speed up file-level refactoring inside a single repository, Cursor's Plan mode handles multi-file edits smoothly.

Team plans enforce a zero-data-retention Privacy Mode across model providers, and verification relies on your local test runner and pull request reviews. Cursor is sold as a per-seat desktop subscription.

What to watch out for

Cursor only sees the repository open in your editor, so it has no visibility into the nightly batch job that reads the database table you just altered.

12. Devin: Best for well-scoped migrations with clear tests, such as batch workloads

Devin is Cognition's autonomous AI software engineer. Cognition has been refreshingly direct about where autonomous agents succeed and where they stall: because cloud agents cannot spin up a mainframe z/OS environment on their own, they lack the compile-and-test feedback loop required for autonomous mainframe rewrites.

When the workload can be executed in a standard test harness and the scope is tightly bound, Devin delivers strong results. In one documented project, an automaker used Devin to migrate a 25,000-line COBOL customs batch workflow to AWS Lambda, reducing estimated migration costs by 73%. Devin builds reusable session playbooks, validates its code against your provided test suites and known output fixtures, and offers both SaaS plans and a custom-priced Enterprise VPC deployment with SSO.

What to watch out for

Devin requires comprehensive automated tests and narrow task boundaries to succeed.

Other modernization tools worth evaluating

Depending on your stack, six additional vendors are also worth inspecting: OpenRewrite (the free, open-source refactoring engine behind Moderne), Rocket Software, Modelcode and its Morph platform, Swimm for automated legacy code documentation, and Kodesage and EvolveWare for legacy system analysis.

How to Map Dependencies and Verify AI Code Modernization Changes?

Every AI code modernization tool follows a five-step execution loop: parse the source files, build an internal model, generate a change plan, transform the code using deterministic rules or an LLM, and validate the output through compilation, testing, and equivalence checks prior to human review.

Two conveyor belts carry identical parcels through an old brick building and a new glass building, meeting at a checkpoint where an engineer compares them.
Verification compares the old and the new system on the same work before anything ships.

To discover dependencies across applications, use these four techniques:

  • Static code analysis traces function calls and variable data flows across source files.
  • Database introspection parses stored procedures, triggers, and views to see how data is mutated inside the database engine.
  • Pipeline and scheduler parsing reads cron files, JCL scripts, and workflow orchestrators to map execution order.
  • Runtime tracing observes live traffic to catch dynamic calls that static parsers miss.

You’ll notice that most tools will stop their analysis at the boundary of the Git repository, which is rarely where enterprise data stops moving. The nightly finance reconciliation job and the executive BI reporting feed almost always live outside that repository boundary.

A spotlight on one engineer's desk while a database, a clock and a report printer connected to the same work sit outside the light.
What sits outside the repository, such as the nightly job and the BI feed, is usually what breaks at cutover.

Why do AI code modernization projects fail at cutover?

Even when translated code compiles cleanly, AI modernization projects run into six common failure modes during testing and cutover:

  • Blind spots outside the repository: A tool cannot preserve a downstream dependency that it never scanned.
  • Silent semantic drift: Subtle differences in decimal rounding, date arithmetic, NULL sorting, and exception handling frequently appear when moving across languages or databases (our refactoring vs. replatforming guide walks through four specific Oracle-to-PostgreSQL drift traps).
  • Unit tests that lock in legacy bugs: A green test suite only proves that the code matches the test assertions, which may not reflect current production traffic or business expectations.
  • LLM non-determinism: Prompting a generative model twice with the same legacy file can produce two differently structured diffs.
  • Pull request review fatigue: When an agent opens a 40,000-line pull request, overwhelmed engineers end up clicking approve without reading every line.
  • Missing execution environments: If an autonomous agent cannot compile and run the legacy language in a sandbox, it cannot verify or self-correct its own output.

How do you choose the right AI code modernization platform for your estate?

Before you sign a vendor contract or start a pilot, ask every AI code modernization vendor these 8 questions:

  • How much of our production system can your tool read? Look for platforms that parse database schemas, stored procedures, scheduled jobs, and data pipelines alongside application repositories.
  • How does it prove application behavior stayed identical? Require production-traffic replay or parallel dual-run verification on top of standard unit tests.
  • Which steps are deterministic, and which steps rely on LLMs? Version upgrades and syntax edits should use repeatable deterministic rules, while generative rewrites require human approval gates.
  • Who approves each phase, and what evidence is attached? Step-by-step approval gates backed by line-level citations are much safer than a single merge button at the end of a migration.
  • Where does the software run, and which models touch our source code? Get written confirmation of VPC isolation, model hosting, and zero-training guarantees.
  • What artifacts do we keep if we end the contract? Your dependency maps, system documentation, generated tests, and audit trails should remain in your own repositories.
  • Who runs the software during the migration? A platform operated by your own engineers builds lasting internal capability, whereas a consulting-heavy engagement leaves with the vendor.
  • Can we forecast the total cost before approving a migration plan? Whatever billing model a vendor uses, you should be able to estimate total spend upfront.

Conclusion

If you are building an internal vendor scorecard, give the highest weight to context scope and behavioral verification. Those two factors determine whether your cutover weekend is calm and predictable.

Matching the right AI code modernization tool to your problem comes down to where your workload sits on the context ladder. Use an IDE coding assistant for single-repository cleanup, a deterministic recipe engine like Moderne for fleet-wide framework upgrades, and a system-level platform when your business rules span application code, databases, and batch pipelines.

If your legacy estate sits at that system level, sign up for a demo to watch Aedeon map one of your production systems before you commit to a migration plan.

FAQs about AI code modernization tools

What are AI code modernization tools?

AI code modernization tools are software platforms that combine AI agents, generative models, and deterministic static analysis to upgrade, restructure, or translate legacy codebases. Enterprise-grade platforms also map cross-system dependencies and verify that the modernized application behaves identically to the original system. Gartner refers to this software category as AI-augmented code modernization tools.

What are the best AI code modernization tools in 2026?

The best tool will depend upon the scope of your migration:

  • Whole-system migrations verified with production traffic: Aedeon
  • Mainframe rewrites: Mechanical Orchard (Imogen), AWS Transform, or Google Cloud mainframe tools
  • Fleet-wide multi-repository refactoring: Moderne
  • Single-repository Java, .NET, and C++ upgrades: GitHub Copilot app modernization
  • Developer-supervised exploration and bounded tasks: Claude Code, Cursor, or Devin
Can AI tools modernize legacy code automatically?

AI tools automate dependency discovery, code documentation, framework upgrades, and initial language translation, while human architects still own architectural decisions and step-by-step approvals. Even Cognition noted in April 2026 that fully autonomous mainframe COBOL migration remains out of reach for AI agents. Every safe migration requires human review gates and automated equivalence proofs.

Which AI Code Modernization Tools Are Best for COBOL Migration?

For enterprise COBOL-to-Java migrations, evaluate AWS Transform, IBM watsonx Code Assistant for Z, Mechanical Orchard's Imogen, BMC AMI, and Google Cloud's Gemini-powered mainframe rewrite tool (which also converts COBOL to C#). For smaller, well-tested COBOL programs or upfront dependency mapping, teams also use Claude Code and Devin.

Can AI code modernization tools refactor monolithic applications into microservices?

Yes, they handle much of the architectural discovery and dependency mapping. Platforms like vFunction identify domain seams inside Java and .NET monoliths, while system-level platforms like Aedeon map which database tables and batch jobs each module touches. Your architects still choose the final service boundaries, and each extracted service requires independent traffic verification before cutover.

What are the biggest risks of using AI for code modernization?

The primary risk is silent behavioral drift, where decimal rounding, date formatting, or NULL handling changes between legacy and modern runtimes without triggering a unit test failure. Other major risks include unmapped dependencies outside the repository, non-deterministic LLM outputs across runs, and massive pull requests that reviewers rubber-stamp without reading. Full-system dependency mapping and production-traffic replay prevent these issues from reaching production.

How much do AI code modernization tools cost?

IDE assistants like GitHub Copilot and Cursor charge per-seat monthly subscriptions. AWS Transform provides its mainframe and VMware agents at no additional charge beyond AWS infrastructure, includes 50,000 free agent-minutes per month for managed .NET upgrades, and charges $0.035 per agent-minute for custom transformations. Aedeon combines a platform subscription with usage-based credits and shows estimated costs per plan before execution, while most other enterprise vendors quote custom annual contracts. Always budget for internal engineering review and testing time alongside software licensing.

What is Gartner's Magic Quadrant for AI-Augmented Code Modernization Tools?

Published on August 3, 2026, it is Gartner's inaugural market evaluation of AI code modernization vendors, covering eight providers. Based on public vendor disclosures, AWS, Microsoft, and Moderne were named Leaders, while BMC and Rocket Software were named Challengers.

Is an AI coding assistant the same as an AI code modernization tool?

No. An AI coding assistant helps a single engineer write or refactor code inside one repository in their editor. An AI code modernization platform plans, executes, and verifies coordinated upgrades across many repositories or an entire production system, complete with governance gates and equivalence testing. Many enterprise engineering teams use both together.
